I have looked at the different armies for Warhammer and this one seems the most appropriate, though I could also live with using Dark Elves or the Empire. I have a limited budget and am consequently looking for one of the cheaper, paint-it-yourself starter kits (like Battle for Skull Pass except with Lizardmen). My play would probably be restricted to Warhammer clubs and the like.....how old do you have to be to join, and what is the general cost of membership? Also, how much money would I need to start and maintain an army based on my personal choice (including books on strategy, scenery construction, rules, painting technique, etc.).
PS: I have heard it is cheaper to get an outdated rule book, but would this restrict my playing in tournaments? All help is appreciated.
Welcome to warhammer. Let me be honest with you: This is not a cheap hobby nor a casual hobby. Much time must be spent in painting your models (all models come unassembled and unpainted) and Games Workshop overprices their models to a very VERY large degree.
If you want to play Lizardmen, youre probably best off buying the Lizardmen battalion box along with the Leader of your choice. This will give you a decent sized army upon which to build and will cost anywhere from 100 to 150 dollars just for those sets. You also need to make sure that you have the current codex (you can get away with old codicies but they will be outdated with the current game edition and you will be unable to use the old codex rules in tournament) and the current game-system rulebook. They just came out with a new edition of Warhammer, so if you really want to you can probably pick up an old rule book for cheap but those rules will be outdated.
As for gaming clubs, usually you can just go to your FLGS (Friendly Local Game Shop) and get a pickup game going with people you find there. FLGSs also have staff that will be glad to help you learn the rules and recommend products.

2. Yep. Catachans are just regular Imperial Guardsmen. A lot of previously Catachan-only equipment types (demo charges and heavy flamers being the pertinent ones) are now available to all IG. The main loss is that the Sentinels don't get any benefit from the chain-attachments any more.
