I've just finished the Eisenhorn Omnibus, have read the Grey Knights Omnibus, and am now working my way through the Deathwatch books - but I was wondering if there are any of the 40k Novels that feature Techmarines as (at a minimum) a side character, or even better; a primary character.
There are no Techmarines that feature as primary characters in BL novels nor, to my knowledge, in short stories. I believe there is one in the Deathwatch books as a secondary character, and wouldn't be at all surprised if one made a significant showing in "Salamanders" by Nick Kyme, given the nature of that chapter, although I've not read it yet, myself.

If you want to get the most out of Warhammer Online I heavily suggest getting a good video card and plenty of RAM. Especially since you are using Vista.
The pvp atmosphere makes the game a bit more intense on your system than the PvE and small scale PvP of WoW since you'll have such large numbers of players on your screen at one time and, often, be trying to kill or be killed by a large portion of them.
Warhammer Online Age of Reckoning: Will it be the King of the Mountain?
Will WAR be hold the gold crown and beat out the other fantasy based massively multiplayer online role playing games, including the one that is currently on the top right now, and that closely resembles it’s self, which is of course World of Warcraft. The two games are based on the strategy game fantasy background that spawned them; there are also certain similarities that the two online games share, like graphics for instance. They both share a look and feel of animated fantasy realm, though warhammer online seems to have a darker and less cartoonish touch, you’d still have to be blind not to notice the similarities between the two massively multiplayer online role playing games. There are also several other similarities between the two such as separate factions of races, quests, PVE, PVP, RVR and the WAR professions. All of these things are great and influential in making World of Warcraft an excellent and also very popular game but how does it fair for WAR? Will the end result be the same?
Warhammer online will make its mark for itself it seems in player vs. player, other fantasy MMOs have pvp in it but not as greatly woven into the fabric of their own games as warhammer online. In Warhammer the entire world is the battlefield you battle against the other realm for different goals. You do have something to lose in PvP like losing your main city to the enemy what about losing actual territory such as Keeps (castles) that were held by your guild? The biggest incentive to being good at player vs player is that if you keep losing you won’t be getting any victory points, more land, better skills and cooler looking characters. If you are good by the end of the week you could have a statue erected in your avatars likeness to honor you.
If you are into the violent and completive nature of a war fantasy then Warhammer online maybe your game, there isn’t an online game like this. You are required to bring out your inner rage, increase your response time, clicking action, competitiveness and master the usage of Warhammer macros. You won’t even be able to advance without the true spirit of a warrior, but is that enough to throw the king off the gold MMO thrown? You only have a month to wait and then you can find out.
What makes Warhammer Online so unique compared to majority of the other MMORPGs is the Realm vs. Realm battles that not available in any other game other than Dark Age of Camelot which is also created by the makers of Warhammer Online, Mythic Entertainment which is now known as EA games. A player chooses between two opposing factions that will face off against each other in castle sieges, open plain battles, group battles, "zerg" fights of over a 100 players at a time. A strong leader(s) is required to lead troops of hundreds of players into battle for one goal. To overthrow the opposing side. No other game has offered what Dark Age of Camelot and Warhammer is able to provide.

I want to start playing, and i want to know what rulebook to get/look for, and i want to make a necron army, i know that. what do edition/books do i need to look for?
5th Edition rulebook is the most recent. It's a big, grey book with a picture of a power hammer and small shield on the front cover. It also comes in a softback A5 edition in the "Assault on Black Reach" boxed set (sometimes available separately on eBay).
The Necron codex was written for 4th Edition and hasn't translated brilliantly into the new edition. It's not due to be replaced until sometime next year, though. You can buy it from a GW hobby centre or pick it up on eBay second hand at a discount.

The core of any army is a good, hard Lord. He's the spearhead of any CSM army, ready to scare the cr*p out of your opponents and make even the toughest Warboss think twice about that "run" move and take a second look at the nearest cover.
Don't be afraid to tool him up for some serious assault. These characters specialize in picking off isolated enemy characters, especially if they have either a jump pack or a bike. Alternatively, you can pack them in with a nice, big CSM squad and send him into dish out the hurt, with the accompanying marines acting as ablative wounds.
But once he's sorted, you've got to max up your Troops choices. Any CSM army, right down to just 500 points, should be able to field a minimum of two 10-man squads. Split them into Combat Squads if you want (dammit, I can't remember: can CSMs do that?), but that solid core of your army is vital for all objective-based missions.
On top of that, think about what sort of army you want. A firepower heavy army deserves a Chaos Predator and at least on Defiler (two if you can). An assulting army needs a squad of Teminators and at least one of Raptors. Add bikers to taste.
Take a look at http://www.warseer.com - there's a whole sub-forum dedicated to Army Lists along with comments, suggestions and arguments to go with them. I found them really helpful. People often notice cool wargear combinations that just wouldn't occur to me!
